2. Afghanistan Carpet Industry Prepares for Global Market

Washington File reports that Afghanistan's drive to resurrect its carpet industry with U.S. assistance is a key element in the economic reconstruction of the land-locked Central Asian country. Working with the Afghan government, the Commerce Department is helping Afghan rug merchants and government officials deal with U.S. import procedures, marketing, wholesalers, financing, transport and other issues. 3. USDA Bars Imports of Live Birds, Unprocessed Avian Products from Saskatchewan

In response to the recent detection of avian influenza in Canada, U.S. Department of Agriculture Chief Veterinary Officer John Clifford stated that the Canadian Food Inspection Service Agency has confirmed that test results from samples collected at a commercial broiler breeder farm in the Saskatchewan Province were positive for a North American strain of an H7N3 highly pathogenic avian influenza (HPAI) virus. The virus detected in Canada is not the HPAI H5N1 virus that has spread through birds in Asia, Europe and Africa. As a result, USDA is barring imports of all live birds, including chickens, turkeys and others, along with unprocessed avian products from the entire province of Saskatchewan. 4. ITA Receives Application for Export Trade Certificate of Review

The International Trade Administration's Office of Export Trading Company Affairs has issued a notice stating that it has received an application from Global Express Trading, LLC for an Export Trade Certificate of Review, which, if granted, will protect the applicant and members identified in the Certificate from specific antitrust actions. Written comments should be submitted no later than 20 days after October 4, 2007. 5. APHIS Pest Risk Analysis on Importation of Arugula from Panama

The Animal and Plant Health Inspection Service has issued a notice advising the public that it has prepared a pest risk analysis that evaluates the risks associated with the importation into the continental U.S. of arugula leaves with stems from Panama. Based on its analysis, APHIS believes that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of

introducing or disseminating plant pests or noxious weeds via the importation of arugula leaves with stems from Panama. Comments are due on or before December 3, 2007. 6. BIS Order Denies Export Privileges to Fazeli

The Bureau of Industry and Security has issued an order denying export privileges to Mohammad Fazeli, who was convicted of violating the International Emergency Economic Powers Act by willfully attempting to export 103 Honeywell pressure sensors to Iran, through the United Arab Emirates, without the required license. 7. FDA, USDA Meeting on Upcoming Codex Special Dietary Uses Committee

The FSIS has issued a notice announcing that the USDA and the FDA sponsored a public meeting on September 25, 2007 to provide information and receive public comments on agenda items and draft U.S. positions that will be discussed at the 29th Session of the Codex Committee on Nutrition and Foods for Special Dietary Uses of the Codex Alimentarius Commission, which will be held in Bad Neuenahr-Ahrweiler, Germany on November 12-November 16, 2007.
