2. Congress Passes, President Signs Continuing Resolution

According to PortSecurityNews, both the House and Senate passed a Continuing Resolution for the purpose of keeping government programs running in the absence of appropriations bills providing such funding. 3. U.S., UK, Northern Ireland Treaty on Defense Trade Cooperation

4. TSA Announces New Office of Global Strategies

The Transportation Security Administration has issued a press release announcing the creation of the Office of Global Strategies which will aim to increase and strengthen international cooperation, such as common strategies on screening liquids, aerosols and gels; and implementing advanced technologies and intelligence sharing. 5. CBP LA/LB Guidelines on Presenting Documents for Imported Agriculture Shipments

U.S. Customs and Border Protection's Los Angeles/Long Beach Seaport has issued a Public Bulletin providing the trade community with guidelines for presenting documents to CBP at the LA/LB Seaport (2704) for imported agriculture shipments. 6. OFAC Blocks 14 Individuals Under Burma Executive Order

The Office of Foreign Assets Control has issued a notice publishing the names of fourteen newly-designated individuals whose property and interests in property are blocked pursuant to Executive Order 13310 of July 28, 2003, "Blocking Property of the Government of Burma and Prohibiting Certain Transactions." 7. FSIS Updates Lists of Eligible Processing Plants Certified to Export Meat, Etc. to U.S.

The Food Safety and Inspection Service has updated its lists of eligible processing plants certified to export meat, poultry, and/or egg products to the U.S. for the following countries: Canada, Denmark, and Mexico. 8. PHMSA Corrects Typos in Final Rule on Hazmat Regulations

The Pipeline and Hazardous Materials Administration has issued a final rule, effective September 28, 2007, which corrects a previous final rule that took effect on October 1, 2007. The October 1st final rule revised and consolidated the Hazardous Materials Regulations to reflect international standards for the transport of dangerous goods. Corrections include reinserting the phrase "for export shipments" in paragraphs (g)(5) and (g)(6) of 49 CFR 173.22, among other typographical errors. 9. FMCSA Makes Technical Corrections to FMCSA Regulations

The Federal Motor Carrier Safety Administration has issued a final rule, effective October 1, 2007, to make minor editorial changes to correct errors and omissions and improve clarity in the FMCSA regulations, including changing obsolete references to an old address. 10. U.S.-China Economic and Security Review Commission Meetings

The U.S.-China Economic and Security Review Commission, created by an Act of Congress, has issued a notice announcing it will hold open public meetings on October 11-12, 2007 and October 22-26, 2007 in Washington, DC.
