BP originally announced the acceptance of these petitions in its September 11, 2007 issue, 07091115, and is now issuing an update in order to make the following correction and additions:

  1. nine Harmonized Tariff Schedule (HTS) numbers were petitioned to become GSP-eligible for all beneficiary countries (not just the country that submitted the petition);
  2. if the petition for HTS 8111.00.4910 is granted, it would require the creation of a new HTS tariff line;
  3. the USTR's brief product descriptions for the HTS numbers subject to the petitions are not controlling (the HTS numbers are controlling).

1According to the USTR, the list of product petitions accepted for the 2007 GSP Annual Review does not include petitions requesting competitive need limitation (CNL) waivers, which are due by November 16, 2007 and for which a review will be conducted later.

2USTR sources have confirmed, by telephone, that the product descriptions provided on the USTR's list of accepted petitions are for reader ease, are not comprehensive, and are not controlling. Sources state that if a petition is granted, GSP duty-free treatment would be granted to the HTS number listed. (Note footnotes 3 and 4 below.)

3If granted, would require the creation of a new HTS tariff line

4USTR sources state that, if granted, the creation of a new HTS tariff line would be required (even though the USTR's list of accepted petitions did not indicate this).
