(a) preliminary de minimis AD duty rate of 0.10%

(b) preliminary de minimis AD duty rate of 0.23%

Preliminary Results are Not in Effect and May be Amended

These preliminary results are not in effect and may be amended in the final results of these AD duty administrative reviews, which are currently due within 120 days of July 11, 2007.

Preliminary List of Separate Rate Respondents (Thailand Carrier Bags)

For polyethylene retail carrier bags from Thailand, the ITA has preliminarily determined a review-specific average rate of 1.13% (which excludes de minimis rates and rates based on adverse facts) for the following companies under review, which the ITA did not select as mandatory respondents:

Apple Film Co., Ltd.

Naraipak Co., Ltd.

Polyplast (Thailand) Co., Ltd.

Sahachit Watana Plastic Ind. Co., Ltd.

Thantawan Industry Public Co., Ltd.

U. Yong Ltd., Part.
