CBP Administrative Messages, Web Postings, Etc.

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message regarding Presidential Proclamation 8157 which was recently published in the Federal Register and modifies duty-free under the Generalized System of Preferences, designates Mauritania as an African Growth and Opportunity beneficiary country, and makes technical changes to the Harmonized Tariff Schedule.

1. GSP Changes, Mauritania Designated as an AGOA Beneficiary Country

CBP's message provides a list of eight country/HTS number pairs that lost GSP benefits due to their competitive need limitations (CNL) waivers being revoked. (Altogether, 27 pairs lost GSP benefits.) 2. HS Update - Changes to the 2007 Harmonized Tariff Schedule

CBP has issued an ABI administrative message announced that recent changes to the 2007 HTS (HS Update No. 0707) include the following:

changes made as a result of the Committee for Statistical Annotation of Tariff Schedule (484(f) Committee), which took effect on July 1, 2007;

modifications made to the Generalized System of Preferences (GSP), effective July 1, 2007; and

changes required by the verification of the 2007 HTS (CBP will continue to verify the 2007 HTS for the remainder of the year).

CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the CATAIR.

CBP has recently posted the following to its Web site:

"Draft" changes to Entry Summary Billing Statement chapter. CBP has posted the "draft" changes of the CATAIR chapter entitled "Entry Summary Billing Statement." The draft changes cover the consolidation of the requirements for Daily Statement and the Periodic Monthly Statement processing. Secure Border Initiative Monthly newsletter. CBP has posted the June 2007 issue of its Secure Border Initiative Monthly newsletter. CBP, ATF join Canadians in launching firearms public info. campaign. CBP has issued a press release stating that CBP and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) have announced the unveiling of a U.S.-Canadian public information campaign to deter firearms trafficking between the two countries and educate travelers on the legal transit of firearms. FDA, CBP advise of potential health risk from unpasteurized cheese. CBP has issued a press release announcing that it, along with the Food and Drug Administration (FDA), have advised the public of the potential health risks of consuming Mexican-style soft cheese made from unpasteurized milk in light of multiple seizures of commercial quantities of cheese at the Laredo, Texas port. The antidumping and countervailing messages that CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
