CBP Posts Information On the June 2007 Trade Support Network Meeting

U.S. Customs and Border Protection has posted to its Web site various materials related to presentations made at the June 20-22, 2007 meeting of the Trade Support Network (TSN).

(TSN is a group of trade representatives who provide input into the design and development of modernization projects, such as the Automated Commercial Environment (ACE). CBP has been meeting with the TSN since May 14, 2001 regarding the development of ACE and has previously stated that the TSN has over 150 members of the trade community, including trade associations, importers, brokers, carriers, sureties, and others.)

The following is an overview of the documents from the June 2007 TSN meeting which are currently available on CBP's Web site. See future issues of ITT for additional details from the June 2007 TSN meeting as provided by trade TSN members at a recent press conference.

ACE update. This presentation discusses the (a) ACE program status; (b) new revised ACE application process; (c) new ACE reporting capabilities; (d) ACE schedule of record; (e) Entry Summary, Accounts, and Revenue (ESAR) A2 implementation challenges; (f) ESAR modernization challenges for the trade; (g) ACE schedule update; (h) ACE deployment options ("big bang" vs. phased deployment); (i) etc.

ESAR. This presentation discusses ESAR A1 and A2. The following information is provided regarding A1: (a) enhanced account management agenda; (b) trade functionality information for broker, carrier, cartman and lighterman, etc. accounts; (c) other enhancements; (d) new reports available; (e) etc.

The A2 presentation provides information on (a) electronic bonds (eBonds) (submission, acceptance, reporting, etc.), (b) bond authorization file (BAF), (c) document required changes, (d) new documents required process, (e) new entry summary query options, (f) reconciliation, (g) etc.

Legal and Policy Update. This presentation discusses (a) proposed legislation regarding drawback, (b) various ACE Federal Register notices that have been published, (c) Federal Register notices on ACE to be published in the future, and (c) 10+2 (Security Filing (SF)) trade data elements.

Office of Field Operations (OFO) update. This presentation provides information on (a) account status (ACE portal accounts, importer accounts, broker accounts, etc.); (b) OFO working with the Federal Motor Carrier Safety Administration (FMCSA) on establishing parameters for functionality, etc.; (c) the American Transportation Research Institute (ATRI) report; (d) mandatory e-Manifest: Truck enforcement dates; (e) mandatory e-Manifest: Truck status; (f) in-bond processing; (g) etc.

Additional presentations on ITDS integration, etc. The following additional presentations from the TSN meeting have been posted: (a) National Marine Fisheries Service (NMFS) presentation on its International Trade Data System (ITDS) integration; (b) Food and Drug Administration (FDA) overview of its ACE/ITDS integration; and (c) U.S. Department of Agriculture (USDA) presentation on managing meat, poultry, and egg product imports

TSN plenary agenda.This document contains the final agenda for the TSN plenary session and includes the schedule for various committee/subcommittee meetings, informational sessions, updates, etc.
