The State Department has issued a press release announcing that the U.S. and China have reached agreement in principle to amend their bilateral air services agreement to allow expanded air service between the countries. The new phased agreement, expected to receive final approval by the two governments soon, would add 10 new daily passenger flights that U.S. carriers may operate to certain Chinese cities, allow unlimited U.S. cargo flights to any point in China and allow an unlimited number of U.S. cargo carriers to serve the market as of 2011, andcommit the U.S. and China to launch Open Skies negotiations in 2010, etc. (State Dept press release, 05/23/07, available at http://www.state.gov/r/pa/prs/ps/2007/may/85432.htm)

2. Senate Confirms Under Secretary of Commerce for Export Administration
The Bureau of Industry and Security has issued a press release announcing that the Senate has confirmed Mario Mancuso as the Under Secretary of Commerce for Export Administration. The press release states that the reauthorization of the statute guiding dual-use export control policy, keeping export controls aligned with foreign policy and national security interests, changes in technology and the economy, and addressing key defense industrial base issues are among the priorities BIS is and will be addressing under Mancuso's leadership. 3. FSIS Determines that Pork, Etc. Fed Contaminated Food is Safe for Human Consumption
The Food Safety and Inspection Service issued a notice announcing that it has determined that pork and poultry products from all animals identified as having been fed animal feed containing contaminated pet food scraps are "not adulterated" and are thus eligible to receive the mark of inspection. FSIS adds that all such animals that were being held on farms have been released and may be offered for slaughter for human food. Comments must be received by August 28, 2007. 4. BIS Issues 3 Orders Denying Certain Export Privileges for Activities Related to Transshipment Without License
The Bureau of Industry and Security has issued three orders denying certain export privileges for a period of ten years from May 1, 2007 to Winter Aircraft Products SA aka Ruf S. Lopez SA, Rufina Sanchez Lopez, as its Principal, and Jose Alberto Diaz Sanchez, as its President, for activities related to the transshipment of aircraft parts from the U.S. to Iran without the required license. 5. Sponsor Applications Available for China, India Electronic Education Fairs
The International Trade Administration has issued a notice announcing that U.S. accredited colleges and universities are invited to sponsor the U.S. Electronic Education Fairs for China and India, part of an initiative to inform Chinese and Indian students about higher education opportunities available in the U.S. Applications will be accepted from May 31, 2007 until 3 p.m. EDT August 27, 2007. The initiative is scheduled to commence on or around September 15, 2007. 6. 17 U.S. Companies Scheduled to Join a Clean-Energy Technologies Trade Mission
The Commerce Department has issued a press release announcing that 17 U.S. companies were scheduled to join a Clean-Energy Technologies Trade Mission to India and China from April 18-25, 2007. The mission was aimed to match U.S. companies with opportunities in these fast-growing markets, where U.S. clean technology goods and services can help improve the environment. 7. FMC Seeking Comments on Revision of "Licensed Ocean Freight Forwarders File-FMC"
The Federal Maritime Commission has issued a notice publishing and seeking comments on its revised system of records designated as FMC-7, entitled: "Licensed Ocean Freight Forwarders File-FMC." The system of records is being revised to: (1) change its title; (2) clarify the location of the system; (3) clarify the categories of individuals covered by the system; (4) expand the list of categories of records in the system; (5) expand the list of routine uses of records maintained in the system; and (6) expand the list of record source categories. FMC's revisions will become effective on July 9, 2007, unless it receives comments that would result in a contrary determination. Comments must be submitted by June 30, 2007.
