DSP-5, -61, and -73 Applications Must be Filed via D-Trade Effective May 1, 2007
The State Department's Directorate of Defense Trade Controls (DDTC) has recently posted to its Web site a notice announcing that effective May 1, 2007, it will no longer accept "carbon paper" and "downloadable" versions of the following application forms, and that only the D-Trade (electronic) version of these forms may be used, and must be submitted through D-Trade:

- DSP-5: Application/License for the Permanent Export of Unclassified Defense Articles and Related Unclassified Technical Data
- DSP-61: Application/License for the Temporary Import of Unclassified Defense Articles
- DSP-73: Application/License for the Temporary Export of Unclassified Defense Articles
According to DDTC, any "carbon paper" or "downloadable" form postmarked or hand delivered on/after May 1, 2007 will be returned to the applicant.
D-Trade requirement did not take effect February 1, 2007 as DDTC had previously announced. DDTC sources have stated by telephone that although they had previously announced that the DSP-5, DSP-61, and DSP-73 forms would be required to be filed via D-Trade electronically effective February 1, 2007, that was not the case. DDTC sources also note that they did not provide public notice of their decision not to implement this requirement effective February 1, 2007. Amendments Should Still be Filed on DSP-119
DDTC states that for amendments, the DSP-119 should still be used until replaced by the DSP-6, DSP-62, and DSP-74 amendment forms.
Applicants Meeting Registration Exemption Requirement Must Now Use D-Trade
DDTC also states that individuals who meet the registration exemption requirement must use D-Trade forms to submit DSP-5, DSP-61, and DSP-73 license applications.
(DDTC sources have previously stated that it is rare for an applicant to meet the registration exemption requirement and that it usually involves an exporter with a one-time shipment who does not want to go through the DDTC registration procedures/cost.)
Submissions Not Affected by May 1, 2007 Change
DDTC states that submissions not affected by the May 1, 2007 change include:
- DSP-85 (Application/License for Permanent/Temporary Export or Temporary Import of Classified Defense Articles and Classified Technical Data);
- DSP-53 (International Import Certificate);
- General Correspondences (GCs);
- Agreements and Agreement Amendments (AGs, TAAs, MAA, DAs); and
- Brokering Requests (BAs).
