The Journal of Commerce reports that for the railroads, hazmat liability costs have soared; and, hazmat truckers are experiencing dramatic cost increases as drivers, already in short supply, become scarcer and competitors leave the industry. 2. FMCSA Proposes to Amend Regulations for Brokers of Household Goods Transportation
The Federal Motor Carrier Safety Administration (FMCSA) is proposing to amend its regulations to require brokers who arrange the transportation of household goods in interstate or foreign commerce for consumers to comply with additional consumer protection requirements. FMCSA states that comments on its proposed rule must be received by May 9, 2007. 3. APHIS Proposes Rule on Animal Disease Status of 4 EU Countries
The Animal and Plant Health Inspection Service (APHIS) is proposing to amend its regulations governing the importation of animals and animal products to add the Czech Republic, Latvia, Lithuania, and Poland to the region of the European Union (EU) that it recognizes as low risk for classical swine fever (CSF). APHIS is also proposing to add these countries to the list of regions it considers free from swine vesicular disease (SVD) and to add Latvia and Lithuania to the list of regions considered to be free from foot-and-mouth disease (FMD) and rinderpest. Comments on APHIS' proposed rule are due by April 13, 2007.
