DSP-5, -61, and -73 Applications Must be Filed via D-Trade Effective February 1, 2007
The State Department's Directorate of Defense Trade Controls (DDTC) has announced that effective February 1, 2007 it will no longer accept "carbon paper" or "downloadable" applications for the following forms, and that such forms will only be accepted via D-Trade:

- DSP-5: Application for the Permanent Export of Unclassified Defense Articles and Related Unclassified Technical Data
- DSP-61: Application for the Temporary Import of Unclassified Defense Articles
- DSP-73: Application for the Temporary Export of Unclassified Defense Articles
(Note that the 09/11/06 version of these forms should be used for the time being. Once version 4.8 of D-Trade is successfully installed, the 12/27/06 versions of these forms are expected to be used.)
DDTC adds that the only exception to this requirement is for someone who requests an exception to the registration requirement. (DDTC notes that such an exception is rarely requested and usually involves an exporter with a one-time shipment who does not want to go through the DDTC registration procedures/cost.) DDTC states that in those cases, the downloadable form (www.pmddtc.state.gov/new_microsoft_wordversion_forms.htm) must be completed and mailed, with required supporting documentation to DDTC.
Amendments Must Still be Filed on DSP-119, D-Trade Cannot Yet Accept New DSP-6, -62, and -74 Forms
Although DDTC had also announced that the new DSP-6, -62, and -74 amendment forms would also be required to be filed via D-Trade effective February 1, 2007, DDTC sources have stated by phone that this is no longer the case.
Due to the problems DDTC has experienced with the installation of a new version of D-Trade (v4.8), the new DSP-6, -62, and -74 amendment forms cannot yet be filed via D-Trade and amendments should continue to be filed on the DSP-119 form. (DDTC notes that the version of D-Trade currently being used (until the new version can be installed) is unable to process the new D-Trade DSP-6, -62, and -74 amendment forms.)
Submissions Not Affected by February 1, 2007 Change
DDTC states that submissions not affected by the February 1, 2007 change include:
- DSP-85 (Application/License for Permanent/Temporary Export or Temporary Import of Classified Defense Articles and Classified Technical Data);
- General Correspondences (GCs);
- Agreements/Amendments (AGs, TAAs, MAA, DAs); and
- Brokering Requests (BAs).
