On December 29, 2006 President Bush issued Proclamation 8098, in which he made various determinations regarding the eligibility of certain countries for benefits under the African Growth and Opportunity Act (AGOA), Generalized System of Preferences (GSP), etc.

1. GSP, AGOA Changes Due to Presidential Proclamation 8098

CBP has issued an ABI administrative message announcing the GSP and AGOA changes due to Proclamation 8098:

GSP changes. The following GSP changes have occurred as a result of Proclamation 8098:

Bulgaria (BG) is removed from GSP1

Romania (RO) is removed from GSP1

East Timor is designated as an eligible beneficiary country for GSP (SPI "A") and least developed beneficiary country for GSP (SPI "A")2

AGOA change. The following AGOA change has occurred as a result of Proclamation 8098:

Liberia is designated eligible for AGOA benefits (SPI "D")3

System questions should be directed to local client representatives

1 USTR sources state that these countries were removed effective January 1, 2007.

2 Effective as a beneficiary country for goods entered or withdrawn from warehouse for consumption on or after the 20th day after December 29, 2006 (approximately January 18, 2007) and effective as a least developed beneficiary country for goods entered or withdrawn from warehouse for consumption on or after the 65th day after December 29, 2006 (approximately March 4, 2007).

3 Effective on January 1, 2007.

2. Various Posting to CBP's Web Site

CBP has posted to its Web site the following:

SBI goals. CBP has posted the three long-term goals necessary to achieve success of the Secure Border Initiative (SBI): (1) gain effective control of the borders, (2) strengthen interior enforcement and compliance, and (3) support the implementation of a viable Temporary Worker Program (TWP). CBP states that these goals are highly interdependent and must be addressed simultaneously and collectively in order to achieve border security.
