SNAP Electronic Export Filing System Ends January 15, 2007 (Newer SNAP-R System Continues)

Bureau of Industry and Security (BIS) sources state that the Simplified Network Application Process (SNAP) will be shut down on January 15, 2007. As a result, only the newer SNAP-Redesign (SNAP-R) will be available.

(BIS states that SNAP-R enables exporters to submit export license applications, re-export applications, commodity classification requests, agriculture license exception notices, and associated supporting documents to BIS via the Internet. According to BIS, SNAP-R matches and exceeds SNAP functionality, and includes enhancements such as the ability to attach supporting documents to online export license application submissions, etc.)

BIS sources have previously stated that the transition from SNAP to SNAP-R began October 15, 2006. (See ITT's Online Archives or 11/17/06 news, 06111725, for previous BP summary of the phaseout of SNAP.)

All Information in SNAP Will be Migrated to SNAP-R by January 16, 2007

BIS sources state all of the information in the legacy SNAP system will be migrated to SNAP-R by January 16, 2007. BIS sources have previously stated that when this transition is complete, SNAP-R is expected to be the only BIS electronic filing system available for export license applications, etc. (with certain exceptions, such as the Export License Application and Information Network (ELAIN), which allows electronic submission of license applications through private vendors).

SNAP-R Exporter Manual Available

BIS has issued an exporter user manual for the use of SNAP-R. The manual contains information on, among other things, company registration, managing work items, messages and requests, and managing access rights, user profiles and passwords through SNAP-R (link provided below).

Paper Forms For Export License Applications, Etc. May Still Be Used

BIS sources state that paper forms may still be used for the submission of export license applications, etc. BIS sources also state that a rulemaking to make electronic filing mandatory is expected in the future, but sources are unsure of its time frame.
