Washington Trade Daily reports that a Bureau of Industry and Security (BIS) source states that although there may be a bit of a delay, BIS will not back off from its proposed rule regarding high-technology exports to China, despite spreading business opposition. The BIS official stated that under the proposed rule, companies would have to perform less scrutiny of their customers than under the current Enhanced Proliferation Control Initiative's (EPCI) knowledge rule. The report states that the proposed rule relies on a new "trusted customer" concept, which would allow exports without license to buyers that are viewed as reliable and not likely to convert the end-product to a militarily useful good. The International Trade Administration (ITA) has issued a notice extending the deadline for applications for American representatives to join the U.S. section of the U.S.-Iraq Business Dialogue to December 28, 2006 (from December 5, 2006). 3. APHIS Proposes to Establish Standards for Permanent, Privately Owned Horse Quarantine Facilities
The Animal and Plant Health Inspection Service (APHIS) has issued a proposed rule which would amend the regulations pertaining to the importation of horses to establish standards for the approval of permanent, privately owned quarantine facilities for horses (9 CFR Part 93). According to APHIS, it is taking this action because demand for quarantine services for horses exceeds the space available at existing facilities. APHIS notes that this proposed rule replaces a July 2002 proposed rule, which it is withdrawing as part of this document, that contained substantially different restrictions on ownership and substantially different requirements for the physical plant, operating procedures, and compliance date.
