CBP Issues CATAIR Amendment 13 (November 2006)
U.S. Customs and Border Protection (CBP) has posted to its Web site Amendment 13, dated November 2006, to the Customs and Trade Automated Interface Requirements (CATAIR) document.

The CATAIR documentation provides complete information on how importers and/or their agents can become ABI participants, as well as how they can provide electronic import information to ABI, and receive transmissions from ABI once they have become a participant. The CATAIR begins with general information about ABI participation along with instructions on how to become an ABI participant. The main body of the CATAIR consists of the data record formats used for conducting electronic data interchange (EDI) between the participant's computer system and CBP's ABI.
According to CBP, the following CATAIR sections have been amended as follows:

Record Identifier 1M (Output) - Made edits in description of data elements "Carrier Code" and "Importing Conveyance Name".
Record Identifier 2M (Output) - Changed from "mandatory" to "conditional".

Record Identifier 2N (Output) - Changed from "optional" to "conditional".
Record Identifier 3N (Output) - Changed from "optional" to "conditional". Made edits in data elements "State/Province" and "Location Identifier". Added "Note 1".
Record Identifier 4N (Output) - Changed from "optional" to "conditional". Made edits in data element "Communications Number".

1 CBP has previously issued two ABI administrative messages announcing revisions to the CATAIR Broker Download Chapter. CBP had stated that it expected to post the new CATAIR Broker Download Chapter soon.
