The Washington Post reports that the House is expected to pass the Vietnam Permanent Normal Trade Relations (PNTR) bill on Monday, November 13, 2006. In addition, the article notes that Vietnam is expected to release in December a U.S. citizen charged with plotting violence against the communist-run government, which should, at some point, result in the removal of a Senator's 'hold' on Senate approval of the Vietnam PNTR bill. 2. EC Imposes AD Tariffs on Imports of Certain Leather Footwear

The Hong Kong Trade Development Council (HKTDC) reports that on October 6, 2006, the European Council (EC) published a regulation imposing a definitive antidumping (AD) duty and collecting provisional duties on leather footwear originating in the Chinese mainland and Vietnam. 3. FWS Seeks Comments, Holds Open Meeting to Prepare for Upcoming CITES

The Fish and Wildlife Service (FWS) has issued a notice announcing that it is seeking comments and holding an open meeting on December 11, 2006 in Washington, DC regarding the proposed amendments to the Convention on International Trade in Endangered Species of Wilde Fauna and Flora (CITES) Appendices, proposed resolutions, decisions, and agenda items that the U.S. is considering submitting at the June 2007 Conference of the Parties to the CITES. 4. FDA Modifies the "Recognized Standards, Recognition List Number: 016"

The Food and Drug Administration (FDA) has issued a notice announcing a publication containing modifications that the FDA is making to the list of standards it recognizes for use in pre-market reviews. This publication, entitled ''Modifications to the List of Recognized Standards, Recognition List Number: 016'', will assist manufacturers who elect to declare conformity with consensus standards to meet certain requirements for medical devices. 5. FDA Posts Various Notices to its Web Site

The FDA has posted the following notices to its Web site:

FDA issues advice to consumers to reduce risk of foodborne illness from fresh produce. As it investigates an outbreak of illnesses that may be related to Salmonella Typhimurium bacteria in produce, the FDA is advising consumers on steps they can take to keep their food safe. FDA notifies consumers that tomatoes in restaurants are linked to Salmonella outbreak. FDA has issued a press release announcing the results of an investigation by state and Centers for Disease Control and Prevention (CDC) investigators, which found consuming tomatoes in restaurants is the cause of illnesses in the Salmonella Typhimurium outbreak. FDA seeks injunction of seafood processor. FDA has issued a press release announcing that it is seeking a permanent injunction against Worldwide Fish & Seafood, Inc. (Worldwide Fish), Suzanne Weinstein, its president and owner, and Timothy A. Lauer, its general manager. Worldwide Fish does business as Coastal Seafood, a seafood processor located in Minneapolis, Minnesota. According to the FDA, the firm distributes seafood products to restaurants in Wisconsin, Minnesota, Iowa, and North and South Dakota.
