Shipper's NewsWire reports that the U.S. Chamber of Commerce has issued a report backing the renewal of the Generalized System of Preferences (GSP), a trade program that extends duty-free treatment to certain goods imported from specific developing countries. The U.S. Chamber of Commerce plans to increase its congressional lobbying with the aim of having renewal legislation passed before the end of the current congressional session. 2. WCO Issues Amending Supplement to HS Explanatory Notes

The World Customs Organization (WCO) has issued amending supplement No. 10 to the Harmonized System (HS) Explanatory Notes. This amending supplement contains changes to 12 pages and inserts 3 new pages into the HS explanatory notes. (WCO Pub July 2006, http://www.wcoomd.org/ie/En/en.html)

3. FAS Notice on U.S. Sugar/Sugar Syrup Imports into Mexico

The USDA's Foreign Agricultural Service (FAS) has issued an attach report stating that the Mexican Secretariat of Economy (SE) published in the October 16, 2006 Diario Oficial the administrative procedures for the import of sugar and sugar syrup from the U.S. under the Tariff Rate Quota (TRQ) of 21,774 MT that was previously announced on September 12, 2006. 4. President Continues National Emergency With Respect to WMD

On October 27, 2006, the President continued for one year the national emergency that was declared on November 14, 1994 by Executive Order (EO) 12938 with respect to the unusual and extraordinary threat to the national security, foreign policy, and economy of the U.S. posed by the proliferation of weapons of mass destruction (WMD) and the means of delivering such weapons. 5. State Dept to Hold International Telecommunications Committee Meetings

The State Department has issued a notice announcing that the U.S. International Telecommunication Advisory Committee (ITAC) will hold meetings on November 14, November 16, November 29, and November 30, 2006. ITAC states that it is holding these meetings in order to prepare advice on proposed U.S. contributions to various organizations (see notice for details). The State Department notes that these meetings are open to the public, and conference bridges may be available. 6. State Dept's Advisory Committee on Private Int'l Law to Meet November 9th

The State Department has issued a notice announcing that the Advisory Committee on Private International Law will hold a study group on November 9, 2006 in Washington, DC in order to discuss the various proposals on consumer protection which have been made in connection with the Organization of the American States' (OAS) Seventh Inter- American Specialized Conference on Private International Law. The State Department notes that study group meetings are open to the public, and people wanting to attend need to provide notice not later than November 6, 2006.
