BIS Requests Comments on Effectiveness of Licensing Procedures For Agricultural Commodities Exported to Cuba
The Bureau of Industry and Security (BIS) has issued a notice requesting public comments on the effectiveness of its licensing procedures for agricultural commodities exported to Cuba as defined in the Export Administration Regulations (EAR).

BIS states that it is currently preparing a report to Congress on the operation of the licensing system for agricultural commodities exported to Cuba under 22 USC 7205(c) for the period October 1, 2004 to September 30, 2006 and will include a description of the comments its receives in its report.
(Section 906(c) of the Trade Sanctions Reform and Export Enhancement Act of 2000 (22 USC 7205(c)) requires BIS to submit a biennial report to Congress on the operation of the licensing system for agricultural commodities to Cuba. According to BIS, this report is to include the number and types of licenses applied for, the number and types of licenses approved, the average amount of time elapsed from the date of filing of a license application until the date of its approval, the extent to which the licensing procedures were effectively implemented, and a description of the comments received from interested parties during a 30-day public comment period about the effectiveness of the licensing procedures.
Comments on Effectiveness of Procedures are Due by November 22, 2006
BIS states that all comments received by November 22, 2006 will be considered in developing its report to Congress.
