CBP Revises CATAIR's Broker Download Chapter
U.S. Customs and Border Protection (CBP) has issued an ABI administrative message regarding revisions to the Broker Download (BD) Chapter of the Customs and Trade Automated Interface Requirements (CATAIR).

CBP states that during the course of correcting the BD procedure, which occurred in CATAIR Amendment 11, it has become necessary to change the wording of some data element definitions, and add explanatory information in the CATAIR BD Chapter. The following are "highlights" of CBP's list of changes to the CATAIR BD Chapter:
Record 1A
- code qualifier: change the definition to read "this code is used by rail AMS participants in subsequent in-bond movements and by truck AMS when the action code is 'D'"
ID code: change the definition to read "this code is used by rail AMS and is not returned in truck AMS"
Record 1B
- manifest quantity: change the definition to read "this is required in rail AMS and is not returned in truck AMS"
manifest unit: change the definition to read "this is required in rail AMS and is not returned in truck AMS"
weight: change the definition to read "this is required in rail AMS and is not returned in truck AMS"
weight unit: eliminate 'G' grams, 'O' ounces, 'T' tons. Eliminate references to truck AMS
Record ON
- ID code: change definition to read "the ABI routing code is composed of port code number (4) filer (3) filer office code (2), the office code may not always be provided"
Record 3N
- state/province code: add "this is only used in rail AMS"
- location identifier: change the definition to read "in truck AMS this is the 1-3 letter state/province code." Add a note and list the U.S. and Mexican state and Canadian province codes that appear in this element.
Record 1I
- filler: change to1 AN (alpha numeric) position 6
Record 2C
- factory car order number: add "this is not currently returned in truck AMS"
Record 2V
- header information: change to "it is only used in rail AMS"
Records 2M, 4B, 2N, 3N, 4N, 1I
- change the records from 'optional' to 'conditional'
CBP May Issue Another Amendment to CATAIR BD Chapter for These Changes
CBP notes that these changes to the CATAIR will be posted on its Web site in the near future. CBP sources add that they expect these changes to come in the form of an amendment to the CATAIR.
