CBP Provides Additional Details on CATAIR Amendment 11

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message that provides additional details on Amendment 11 (August 31, 2006) to the Customs and Trade Automated Interface Requirements (CATAIR).

CBP states that the Broker Download (BD) Chapter of the CATAIR has undergone a thorough revision to accommodate both the rail and truck environments. Each of these uses the Broker Download capability according to the requirements of the mode. Some elements and segments are mandatory in rail and only conditional or optional in truck.

CBP adds that in its revision it has striven to keep the requirements of each mode separate and specify how each treats the records and elements.

The following are "highlights" of what CBP lists as the major changes:

Record 2M was changed to 'optional' from 'mandatory'

Record 3B was removed (this record was not returned in the BD)

For Records NS05-NS30, notes were added: "This record is not returned in the Broker Download set. It is in the NS set. It is provided here to demonstrate that NS records accompany the Broker Download records."

Records NS05-NS60 were removed from the list of mandatory and conditional records

Throughout the record sets the words:

  • 'In Truck AMS this is not used'
  • 'This is used only in Rail AMS'
  • 'This is used by Rail and Truck AMS'
  • 'This is used only in Truck AMS'

were attached to each element as appropriate to demonstrate how the element is used in Truck or Rail AMS.

  1. - Manifest type code: Code 'T' was added for intransit (future use)
  2. - a note added that this record was only used by Rail AMS
  3. - The format was changed back to MMDDYY (the original format for this element) for original scheduled date of arrival. (It had been erroneously changed to YYMMDD in a previous revision).
  4. - the action code has been changed to 'conditional;' code 'M' for 'replacement segment' - 'only used in truck' has been added; and 'code qualifier' and 'ID code' have been added to reflect current CAMIR requirements
  5. - manifest quantity, manifest units, weight, and weight unit have been changed to 'conditional' from 'mandatory'. (These are not normally supplied in Truck AMS.)

ON - entity ID code has been changed to 3 positions from 2. The numbering system for the rest of the elements based on increase in positions here has been changed.

  1. - FDA/BTA confirmation indicator in position 5 for rail and truck has been added. Filler has been changed to 1 position, 6
  • 5 occurrences of "port of inbond arrival/departure" have been eliminated and shipment control number in-bond, positions 60-75, for carrier assigned bill number used as in-bond numbers in Truck AMS added
  1. - equipment number - note 'in Truck manifest, if equipment number is unknown, indicate 'no number' has been added
  2. - VIN has been increased to 30 positions from 20. Filler, positions 33-37, and foreign port, positions 38-42 are added. Factory car order number of positions are adjusted accordingly

NS05 - the format for estimated date of arrival is changed back to MMDDYY as in 1P

CBP states that it will notify the trade when any further updates to the Broker Download chapter occur.
