The Bureau of Industry and Security (BIS) has issued an Order based on a Settlement Agreement denying certain export privileges for a period of ten years from the date of entry of the Order to Zheng Zheng, President of Univision Technology, Inc., in her individual capacity, for activities involving the export of microwave transistors, microwave amplifiers, and related equipment to China without the required Department of Commerce licenses, etc. The Order also assesses a $288,150 civil penalty against Zheng, $188,150 of which is to be waived under certain conditions. 3. EPA Orders Five Companies to Destroy Confetti String Products Containing HCFCs

The Environmental Protection Agency (EPA) has issued a press release announcing that it has ordered Dollar Tree, American Greetings, Inc., Dollar General, Target, and Too, Inc. to pull from their shelves cans of illegally imported confetti string products that contain banned hydrochlorofluorocarbons (HCFCs), which deplete the ozone layer and increase the risk of skin cancer. More than 2.7 million cans will be incinerated under EPA's compliance orders. 4. BIS Final Rule Provides Additional Guidance on DPAS Assistance Programs with Canada, Other Countries

The Bureau of Industry and Security (BIS) has issued a final rule, effective September 20, 2006, which amends the Defense Priorities and Allocations System (DPAS) regulations to provide additional guidance on how persons in Canada and other foreign countries may apply for priority rating authority and special priorities assistance to obtain items in the U.S. The final rule also provides guidance on how persons in the U.S. may obtain informal assistance in Italy, the Netherlands, Sweden, and the United Kingdom to obtain items in support of approved programs. BIS explains that these amendments do not alter the substance or effect of the DPAS regulation (15 CFR Part 700).
