The Agricultural Marketing Service (AMS) has issued a final rule, effective October 5, 2006, that adjusts the number of members on the Hass Avocado Board to reflect changes in the production of domestic Hass avocados in the U.S. and the volume of Hass avocados imported into the U.S. The adjustment results in 7 domestic producer members and alternates and 6 importer members and alternates (rather than 8 domestic members/alternates and 5 importer members/alternates). 2. OFAC Designates Six Additional Entities Under EO 12978, Etc.
The Office of Foreign Assets Control (OFAC) has issued a notice that, effective August 29, 2006, it is designating an additional six entities and individuals as persons whose property and interests in property are blocked pursuant to Executive Order (EO) 12978 (Blocking Assets and Prohibiting Transactions with Significant Narcotics Traffickers). The six entities and individuals are all based in Colombia. In addition, OFAC is amending a listing for one individual currently designated under EO 12978. 3. OFAC Designates One Entity Under EO 13224
The Office of Foreign Assets Control (OFAC) has issued a notice announcing that, effective August 29, 2006, the Islamic Resistance Support Organization (a.k.a Hayat Al-Dam Lil-Muqawama Al-Islamiya) of Beirut, Lebanon is a newly-designated entity whose property and interests in property are blocked pursuant to Executive Order (EO) 13224 (Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten to Commit, or Support Terrorism). 4. OFAC Removes Designation of One Individual Under EO 13224
The Office of Foreign Assets Control (OFAC) has issued a notice announcing that it is removing the name of one individual, Yusuf Ahmed Ali of Spanga, Sweden, from the list of Specially Designated Nationals and Blocked Persons whose property and interests in property have been blocked pursuant to EO 13224. 5. CPSC Corrects Proposed Rule on ATVs
The Consumer Product Safety Commission (CPSC) has issued a correction to its August 10, 2006 proposed rule regarding all terrain vehicles (ATVs). The document contained an incorrect email address to send comments. CPSC now states that comments should be filed by email to cpsc-os@cpsc.gov. 6. USDA/FDA Public Meeting on Upcoming Session of Codex Committee on Fish and Fishery Products
The Department of Agriculture's Food Safety and Inspection Service (FSIS) has issued a notice announcing that USDA and the Food and Drug Administration (FDA) are sponsoring a public meeting on September 6, 2006 in College Park, MD to provide information and receive public comments on agenda items and draft U.S. positions that will be discussed at the 28th session of the Codex Committee on Fish and Fishery Products of the Codex Alimentarius Commission (Codex), which will be held in Beijing, China from September 18-22, 2006. 7. ATF Final Rule Amends Regulations for Hobby Rocket Motors
The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) has issued a final rule, effective October 10, 2006, that amends its regulations to clarify that the requirements of 27 CFR Part 555 do not apply to model rocket motors consisting of ammonium perchlorate composite propellant, black powder, or other similar low explosives, containing no more than 62.5 grams of total propellant weight, and designed as single-use motors or as reload kits capable of reloading no more than 62.5 grams of propellant into a reusable motor casing.
