The Office of Foreign Assets Control (OFAC) has issued a notice announcing the name of the newly-designated individual, Abd Al Hamid Sulaiman Al-Mujil, and the names of two additional entities, International Islamic Relief Organization Indonesia Branch Office, and International Islamic Relief Organization Philippines Branch Office (see notice for complete list of aliases, addresses, etc.), whose property and interests are blocked pursuant to Executive Order 13224 of September 2001, "Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten To Commit, or Support Terrorism." The designation of the new individual and two new entities is effective July 20, 2006. 3. PHMSA Notice on Regulatory Review of Various HMR, Etc.

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice of regulatory review for its Hazardous Materials Regulations applicable to specifications for non-bulk packagings and training and planning grants, and certain Pipeline Safety Regulations in order to identify requirements that may have a significant economic impact on a substantial number of small entities. PHMSA is also requesting comments on ways to make these regulations easier to read and understand. Written comments should be submitted by November 6, 2006. 4. FDA Posts Various Notices to its Web Site

The Food and Drug Administration (FDA) has posted the following notices to its Web site:

Update on consumer advisory to avoid certain raw shellfish from the Pacific Northwest. FDA has posted to its Web site an advisory warning consumers to avoid eating raw clams harvested in the Pacific Northwest because of reports of a significant increase in gastrointestinal illnesses caused by the naturally occurring bacteria Vibrio parahaemolyticus (Vp). FDA further states that this advisory updates the July 31, 2006, advisory to consumers on eating raw oysters harvested in the Pacific Northwest. FDA posts statement in response to a report of bioengineered rice found in the food supply. FDA has posted to its Web site a statement in response to a report that trace amounts of a bioengineered variety of rice (called LLRICE601) were detected in samples of commercial rice seed, and may have entered the food and feed supply in the U.S. FDA states that, based on the available data and information, it has concluded that the presence of the bioengineered rice variety in the food and feed supply poses no food or safety concerns. FDA posts statement on court's ruling to uphold FDA decision banning certain dietary supplements. FDA has posted to its Web site a statement supporting the U.S. Court of Appeals for the Tenth Circuit in Denver's ruling that upheld the FDA final ruling declaring all dietary supplements containing ephedrine alkaloids adulterated, and therefore illegal for marketing in the U.S., reversing a decision by the District Court of Utah. FDA further stated that it supports the court's findings that dietary supplements containing ephedrine alkaloids pose an unreasonable risk of illness or injury to users, especially those suffering from heart disease and high blood pressure.
