The Journal of Commerce reports that Kansas City Southern Railway is expanding its operations in Mexico, connecting the Port of Lazaro Cardenas with Laredo, Texas. Union Pacific Railroad is considering a connection from a yet-to-be established port at Punta Colonet to the Texas border. In addition, BNSF Railway is considering establishing a partnership with a Mexican railroad as ports on that country's Pacific Coast look to become gateways for U.S. imports. 2. U.S. Sanctions Force Shut Down of Chinese-Singapore Cargo Airline

Shippers' NewsWire reports that Great Wall Airlines, a start-up all-cargo joint venture between Singapore Airlines Cargo, China Great Wall Industry Corp. and Dahlia Investments Pte. Ltd, suspended operations August 18, 2006 following a decision by the U.S. Treasury Department to impose sanctions on China Great Wall Industry Corp. and its subsidiaries. 3. DoD Issues Final Rule Removing DISA from 32 CFR

The Department of Defense (DoD) has issued a final rule, effective August 2, 2006, to remove part 362, "Defense Information Systems Agency (DISA)" presently in Title 32 of the Code of Federal Regulations (CFR). According to DoD, this part has served the purpose for which it was intended in the CFR and is no longer necessary. 4. ITA Quarterly Update to Annual List of Foreign Subsidies on Cheese

The International Trade Administration (ITA), in consultation with the Secretary of Agriculture, has provided its quarterly update of subsidies on articles of cheese that were imported during the period January 1, 2006 through March 31, 2006. The ITA provides an appendix to its notice which lists the country, the subsidy program(s), and the gross and net amounts of each subsidy for which information is currently available. 5. BIS Denies Certain Export Privileges for Unapproved Export of Defense Articles

The Bureau of Industry and Security (BIS) has issued an Order denying certain export privileges for a period of ten years from the date of his conviction to Diaa Mohsen, currently under U.S. Probation Office supervision until September 12, 2006, for attempting to export to Pakistan stinger missiles and night vision goggles, items designated as defense articles, without obtaining the required approval from the U.S. Department of State. 6. State Department Defense Trade Advisory Group to Hold Open Meeting

The State Department has issued a notice announcing that its Defense Trade Advisory Group (DTAG) will hold an open meeting on September 21, 2006 in Washington, DC. The purpose of the meeting is to discuss current defense trade issues and topics for further study. 7. OFAC Designates Two Additional Individuals Under Syria Sanctions

The Office of Foreign Assets Control (OFAC) has issued a notice announcing, effective August 15, 2006, the designation of two additional individuals whose property and interests in property are blocked pursuant to Executive Order 13338 (Blocking Property of Certain Persons and Prohibiting the Export of Certain Goods from Syria). The newly added individuals are Hisham Ikhytiyar of Damascus, Syria and Jami Jami of Zama, Syria (see OFAC notice for aliases and additional details). 8. OFAC Amends Iranian Transactions Regulations

OFAC has issued a final rule, effective August 22, 2006, which amends the Iranian Transactions Regulations (31 CFR Part 560) to add a new general license authorizing US. persons who are employees or contractors of six international organizations to perform transactions for the conduct of the official business of those organizations in or involving Iran.
