U.S. Customs and Border Protection (CBP) has issued a notice announcing that the Customs Electronic Bulletin Board (CEBB) has been retired and all valid materials have been migrated to updated systems, including cbp.gov. CBP's notice notes certain new locations for various information, as the CEBB page itself will be retired on September 30, 2006. 2. Short Supply ("Commercially Unavailable") Designation under CBTPA
CBP has issued a memorandum on CITA's designation of certain 100% cotton, yarn-dyed, 3- or 4-thread twill weave, flannel fabrics, of combed, ring spun single yarns classified in HTS 5208.43.0000, for use in products in Categories 340, 341,and 350, as in short supply ("commercially unavailable") under the U.S.-Caribbean Basin Trade Partnership Act (CBTPA). 3. Short Supply ("Commercially Unavailable") Designation under CAFTA-DR
CBP has issued a memorandum on CITA's determination that certain 100% cotton napped flannel fabrics classifiable in HTS 5208.43.00 are not available in commercial quantities in a timely manner in the U.S.-Dominican Republic-Central America Free Trade Agreement (DR-CAFTA) region. 4. HS Update - Changes to the 2006 Harmonized Tariff Schedule Records
CBP has issued an ABI administrative message announcing that its most recent changes to the 2006 Harmonized Tariff Schedule (HTS) records, Harmonized System (HS) Update (No. 0605) includes the following changes:
The country code file was updated for Guatemala (GT) to allow CAFTA-DR claims to be filed effective July 1, 2006. The Generalized System of Preferences program (GSP), the Caribbean Basin Initiative (CBI) and CBTPA ended for Guatemala on June 30. 2006;
General Note 4- Removing certain Guatemala/tariff number combinations from this general note effective July 1, 2006;
Possible changes required by the verification of the 2006 HTS, CBP will continue to verify the 2006 HTS for the remainder of the year; and
Possible changes to the OGA flags and tariff rate quota indicators on the tariff file.
CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the Customs and Trade Automated Interface Requirements (CATAIR). 5. Proration for 2005 China 620 Safeguard Quota That Opened July 3, 2006
CBP has issued a memorandum on the proration for the 2005 safeguard quota for China category 620, which oversubscribed at opening moment on July 3, 2006. The proration is .4237 or 42.37%. 6. Weekly TRQ/TPL Commodity Reports as of July 10 & 18, 2006
CBP has issued its weekly tariff rate quota (TRQ) commodity reports as of July 10 and 18, 2006. Each report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain CAFTA-DR, JFTA, MFTA, NAFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, CAFTA-DR, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (Chile FTA) tariff preference levels (TPLs) and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity reports, dated 07/10/06 and 07/18/06, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)
7. Various Recent Postings to CBP's Web Site
CBP has recently posted the following to its Web site:
C-TPAT for Foreign Manufacturers. CBP has posted an information sheet to the "What's New" section of its Web site entitled, C-TPAT for Foreign Manufacturers. Currently, C-TPAT for foreign manufacturers is open to manufacturers in Mexico and other foreign manufacturers by invitation only.
