ITC Posts July 1, 2006 HTS (Supplement 1) to its Web Site

The International Trade Commission (ITC) has posted to its Web site an updated version of the 2006 Harmonized Tariff Schedule of the U.S. (HTS) dated July 1, 2006 (Supplement 1).

The July 1st version of the 2006 HTS can be downloaded from the ITC's Web site at http://www.usitc.gov/tata/hts/ either in its entirety or by chapter.

(ITC sources note that the paper version of the July 1, 2006 HTS was expected to be sent to the Government Printing Office (GPO) contractor for printing and distribution to subscribers after it was posted on the ITC Web site. In addition, ITC sources have previously stated that this printing and distribution process usually takes 2-4 weeks.)

List of Principle Changes in July 1st Version

According to the preface of the July 1, 2006 version, the principle changes in this version reflect:

Generalized System of Preferences (GSP), etc. changes. Changes to Generalized System of Preferences (GSP) program contained in Presidential Proclamation 8033. (See ITT's Online Archives or 07/07/06 news, 06070705, for BP summary of Proclamation 8033.)

Implementation of DR-CAFTA for El Salvador, Guatemala, Honduras, and Nicaragua. Modifications related to the implementation of the Dominican Republic-Central America-U.S. Free Trade Agreement (DR-CAFTA) contained in Proclamations 7987, 7991, 7996, and 8034. PNTR for Ukraine, Duty of Multi-Chip Integrated Circuits to Zero. Modifications to provide permanent normal trade relations (PNTR) to products of Ukraine effective March 31, 2006 and to cut the duty rate for specified imported multi-chip integrated circuits effective April 1, 2006 contained in Proclamation 7995. Reinstatement of GSP benefits for Liberia, etc. Reinstatement of Liberia's duty-free benefits under the GSP program and the designation of Liberia as a least-developed beneficiary developing country provided for in Proclamation 7981. USTR notice correcting HTS. Modification of the HTS in order to correct several inadvertent errors and omissions in various Presidential Proclamations and to make conforming changes to the HTS so that the intended tariff treatment is provided. Eligibility of Chad for AGOA textile and apparel benefits. Modifications due to the USTR's determination that Chad is eligible for African Growth and Opportunity Act (AGOA) textile and apparel benefits. (See ITT's Online Archives or 05/01/06 news, 06050120, for BP summary of USTR notice.)

Reinstatement of GSP benefits for Ukraine. Modifications due to the reinstatement of duty-free GSP benefits to Ukraine, effective January 23, 2006. (See ITT's Online Archives or 01/24/06 news, 06012405, for BP summary of USTR press release.)

484(f) Committee changes. Changes, effective July 1, 2006, creating new statistical breakouts (HTS changes at the 9th and 10th digit) approved by the Committee for Statistical Annotation of Tariff Schedule (pursuant to section 484(f) of the Tariff Act of 1930, as amended).
