BIS Final Rule Amends EAR to Impose General Order on Mayrow General Trading and Its Related Entities

The Bureau of Industry and Security (BIS) has issued a final rule, effective June 5, 2006, amending the Export Administration Regulations (EAR) at 15 CFR Parts 736 and 744 to impose a General Order on Mayrow General Trading and its related entities.

BIS states that it is taking this action due to information received that Mayrow General Trading and its related entities have acquired electronic components and devices capable of being used to construct Improvised Explosive Devices (IEDs). These commodities have been, and may continue to be, employed in IEDs or other explosive devices used against Coalition Forces in Iraq and Afghanistan.

General Order No. 3 Added to Supplement No. 1 in Part 736

This final rule adds General Order No. 3 to Supplement No.1 in Part 736 in order to impose a license requirement for exports and reexports of items subject to the EAR to Mayrow General Trading and its related entities (Micatic General Trading, Majidco Micro Electronics, Atlinx Electronics, Micro Middle East Electronics, Narinco, F.N. Yaghmaei, and H. Ghasir) which are all located in Dubai, United Arab Emirates.

This license requirement applies with respect to any transaction in which the above named entities will act as purchaser, intermediate consignee, ultimate consignee, or end-user of the items. Also, no license exceptions are available for exports or reexports involving these entities.

New Section 744.15 Also Added

This final rule also adds a new section 744.15 to provide a cross reference to the prohibitions contained in the general orders in Supplement No. 1 to Part 736, in order to assist readers in finding additional end-users subject to special restrictions with respect to exports and reexports.
