AD Cash Deposit Instructions for a Time of Entry on or after 05/04/06:

CompanyAD Cash Deposit Rate or Note
Seylinco S.A (Seylinco)(a)
Asociacion de Cooperativas Argentinas (ACA)2.95%
Other Companies(b),(c),(d)

The ITA has determined not to revoke the AD duty order for ACA. Among other things, the ITA states that although ACA had two consecutive years of sales at not less than normal value, ACA has not received a zero or de minimis margin in the instant review; thus, ACA is not eligible for consideration for revocation under the ITA's regulations.

(a) An AD duty rate of zero exists for Seylinco; however, suspension of liquidation will continue;

(b) For any previously reviewed or investigated company not listed above, the AD cash deposit rate will continue to be the company-specific rate published in the most recent period;

(c) If the exporter is not a firm covered in this review, or any previous segment of this AD proceeding, but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(d) If neither the exporter nor the manufacturer is a firm covered in this review or any previous review, the AD duty cash deposit rate will be 30.24%, the "All-Others" rate established in the final determination of the AD investigation.

Assessment Instructions for the Review Period (12/01/03 - 11/30/04)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of May 4, 2006.

Additionally, the ITA states it has calculated importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which are weighted averages).

(See ITA's notice for more information, including the scope of the order, the rescission of review for four companies, etc. See ITT's Online Archives or 01/03/06 news, 06010325, for BP summary of the preliminary results of this AD duty administrative review and companion preliminary results on other merchandise from China.)
