According to the press release, the U.S. anticipates the deployment of e-Passport readers for processing Visa Waiver Program visitors by the October 26, 2006 deadline. 2. WTO Rules Against U.S.' Use of "Zeroing" in Calculating AD Duties

The World Trade Organization (WTO) Appellate Body has found that the U.S. is in breach of its WTO obligations for using "zeroing" when calculating margins of dumping. The case was brought to the WTO by the European Union. According to a press report, "zeroing" is a calculation methodology which consists of ignoring cases were the export price exceeds normal value and therefore results in an artificial increase of the dumping liability of exporters. 3. Additional Information on EU's Imposition of Provisional AD Duty Measures on Footwear from China, Vietnam

The Hong Kong Trade Development Council (HKTDC) reports that the European Union (EU) has imposed a provisional antidumping (AD) duty on imports of certain footwear with uppers of leather from China and Vietnam. The provisional measures are to be imposed in gradually increasing stages from April 7, 2006 through September 15, 2006. 4. Canada Issues Negative Final AD & CV Injury Findings for U.S. Grain Corn

The U.S. Trade Representative (USTR) has issued a statement announcing that the Canadian International Trade Tribunal (CITT) has issued a negative final injury finding in the antidumping (AD) and countervailing (CV) investigations of imports of unprocessed grain corn from the U.S. As a result, no AD or CV duties will be imposed and all provisional duties collected will be refunded. The Bureau of Industry and Security (BIS) has announced that the Information Systems Technical Advisory Committee will meet on April 26, 2006 in Washington, DC.
