AD: China Heavy Forged Hand Tools and France, Germany, Italy, Japan and United Kingdom Ball Bearings and Parts Thereof
The International Trade Administration (ITA) has issued its preliminary results of the following antidumping (AD) duty administrative reviews:

(a) preliminary de minimis AD rate of 0.23%
The ITA states that although SMC, Huarong, TMC and Iron Bull are entitled to separate rates, it preliminarily finds that their failure to cooperate to the best of their ability in responding to the ITA's request for information warrants the use of adverse facts available (AFA) in determining dumping margins for their sales of merchandise subject to certain heavy forged hand tools' AD duty orders.
According to the ITA, the China-wide rate applies to the following 13 companies that did not respond to the ITA's original questionnaires: Lianing Machinery Import and Export Corp (LMC), LIMAC, Shandong Jinma Industrial Group Company (Jinma), Changzhou Light Industrial Tools, Laoling Pangu Tools, Leiling Zhengtai Tools Co., Ltd., Jiangsu Sainty International Group Co., Ltd., Shanghai J.E. Tools, Shanxi Tianli Industries Co., Ltd. (Shanxi Tianli), Jafsam Metal Products (Jafsam), Suqian Foreign Trade Corp., Suqian Telee Tools, and Laiwu Zhongtai Forging.
On February 3, 2006, Koyo filed a request for a changed-circumstances review of the AD duty order on ball bearings from Japan with the ITA. As Koyo explained, the request for such a review is precipitated by the merger of Koyo and an affiliated company that has resulted in the creation of JTEKT Corporation. Koyo requests that JTEKT Corporation be recognized as its successor-in-interest for AD duty purposes. The ITA states that it is considering the request for the review separately from the ongoing administrative review.
4The ITA has preliminary determined that AFA are applicable for Nachi.
Preliminary Results are Not in Effect and May be Amended
These preliminary results are not in effect and may be amended in the final results of these AD duty administrative reviews which are currently due within 120 days of March 8, 2006 (China) and within 120 days of March 9, 2006 (France, Germany, Italy, Japan, and the United Kingdom).
