BIS Announces Two-Week Prototype of the SNAP Redesign (SNAP-R)

The Bureau of Industry and Security (BIS) has announced a two-week prototype (April 3-14, 2006) of the Simplified Network Application Process (SNAP) redesign (SNAP-R).

(SNAP is a web-based system that enables exporters to submit export and re-export license applications, high performance computer notices and commodity classification requests directly to BIS via the Internet in a secure environment.)

Prototype functionality includes on-line submission of electronic supporting documentation, etc. According to BIS, the redesign of the existing SNAP has been one of the key objectives in its initiative to upgrade its computer systems. The SNAP redesign development includes a prototype that has the following subset of the final production SNAP-R functionality:

on-line submission of electronic supporting documentation;

on-line messaging between the Licensing Officer and exporter; and

enhanced security.

BIS states that during the April 3-14, 2006 period, the SNAP-R prototype will be available for exporters to use to test the core functionality of the design. The objective of the limited release is to receive comments from individuals using the system. BIS states that comments may be submitted via email (SNAPR@bis.doc.gov) or online at the SNAP-R prototype site.

BIS notes that the prototype should not be used to assess performance, because it does not run on a production hardware platform, does not include production data, and does not have a fully staffed help desk. However, BIS states that it is interested in feedback related not only to functionality and ease of use, but suggestions on training and implementation.

BIS sources have stated by phone that after the SNAP-R prototype has been completed, it is expected that exporters will revert to the regular SNAP system. BIS sources also note that exporters will need a SNAP PIN number in order to use the SNAP-R prototype.
