U.S. Customs and Border Protection (CBP) has issued an ABI administrative message which corrects the phone number listed in another recent message for the CBP Headquarters client representative branch which was changed March 1, 2006. The correct phone number for the HQ client representative branch is (202) 772-3183. 2. CBP Posts Summary of AESTIR Changes for March 3, 2006
CBP has posted a summary of changes to the Automated Export System (AES) Trade Interface Requirements (AESTIR) on its Web site, indicating that Version 1.0 was changed or features were added or deleted on March 3, 2006 as follows:
Appendix D - Export Port Codes. 4191 - Airborne Express courier, OH was deactivated.

3. China 2005 Safeguards 332/432/632pt and 620 Oversubscribed at March 1, 2006 5% Staged Opening
CBP has posted to its Web site a notice announcing the results of the March 1, 2006 5% staged opening for China 2005 safeguards 332/432/632pt and 620. According to CBP, the China 2005 safeguards 332/432/632pt and 620 oversubscribed at opening moment and the pro rate percentages are as follows:

CBP states that any entries presented after opening moment for any category other than those that oversubscribed can be processed through the quota module. 4. Liberia Regains GSP Eligibility
CBP has posted a notice to its Web site announcing that Presidential Proclamation 7981 designates Liberia as a Generalized System of Preferences (GSP) beneficiary country effective for goods entered or withdrawn from warehouse for consumption on or after March 9, 2006 and as a GSP least-developed beneficiary developing country effective for goods entered or withdrawn from warehouse for consumption on or after April 23, 2006. 5. SENTRI Renewals to be Handled by Appointment Only Effective March 6
CBP has posted to its Web site a press release announcing that CBP officials have announced that renewal or application for the Secure Electronic Network for Travelers Rapid Inspection (SENTRI) expedited border-crossing program will be by appointment only beginning March 6, 2006. CBP states that this change is being made to reduce delays and provide more efficient service to applicants. According to CBP, approximately 25,000 participants in the SENTRI program are scheduled to have their membership expire and must visit the SENTRI office to renew.
