U.S. Customs and Border Protection (CBP) issued an ABI administrative message on January 9, 2006 announcing that a change was made to an Automated Export System (AES) database over the January 7, 2006 weekend which affected any JJ drawback applications filed since Saturday, January 7, 2006 a.m. CBP noted that there were only 12 such jobs affected.

1. CBP Resolves Problem with Drawback JJ Transactions

On January 10, 2006, CBP issued another ABI administrative message advising that the above problem had been resolved and the filing of drawback JJ transactions could resume. CBP states that the DB2 group has made a correction to the "Schedule B" database. This database is read when drawback transactions are processed. Drawback jobs submitted from Sunday, January 8, 2006 through Monday, January 9, 2006 have been restarted and there is no action required by ABI filers. 2. 2006 Dairy Products TRQ Oversubscribed at Opening

CBP has announced that the 2006 low-duty TRQ for dairy products, provided for in HTS Chapter 4, Additional U.S. Note (AUSN) 10, which opened on January 3, 2006, oversubscribed at opening moment. According to CBP, the All Other Countries limit oversubscribed and the minimum access quantities (MAQs) for Australia and Belgium/Denmark (aggregated) were exceeded.

The pro rata percentages are as follows: for All Other Countries (0.47569 or 47.569%), for the MAQ from Belgium/Denmark (0.71511 or 71.511%), and for the MAQ from Australia (0.67033 or 67.033%). 3. 2006 Milk and Cream, Condensed or Evaporated TRQ Partially Oversubscribed at Opening

CBP has announced that the 2006 low-duty TRQ for milk and cream, condensed or evaporated, provided for in HTS Chapter 4, AUSN 11, which opened on January 3, 2006, partially oversubscribed at opening moment. According to CBP, the All Other Countries limit oversubscribed and the MAQ for condensed milk in airtight containers from the Netherlands was exceeded.

CBP states that the pro rata percentage for All Other Countries is 0.9135 or 91.35% and for the MAQ from the Netherlands is 0.9888 or 98.88%. According to CBP, all other MAQs did not overfill and are not included in this proration. 4. 2006 Chile FTA (Artichokes) TRQ Oversubscribed at Opening

CBP has announced that the 2006 low-duty TRQ for artichokes from Chile, entered pursuant to the Chile free trade agreement (FTA), provided for in HTS Chapter 99, Subchapter XI, AUSN 13, which opened on January 3, 2006, oversubscribed at opening moment. According to CBP, the pro rata percentage for artichokes is 0.59879 or 59.879%. 5. Weekly Quota Commodity Report as of January 9, 2006

CBP has issued its weekly quota commodity report as of January 9, 2006. This report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain JFTA, MFTA, NAFTA, SFTA, UAFTA and UCFTA TRQs, etc. This report also includes the AGOA, ATPDEA, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (CFTA) tariff preference levels (TPLs) for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly quota commodity report, dated 01/09/06, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

CBP states that it has implemented enhanced security procedures for small boat arrivals and inspection of associated crew and passengers.
