CBP Administrative Messages, Web Postings, Etc.

U.S. Customs and Border Protection (CBP) issued an ABI administrative message announcing that it experienced a problem with the periodic monthly statement process which resulted in: (a) 798 final January 2006 periodic monthly statements being erroneously sent to the trade early in the morning of December 21, 2005, and (b) the periodic daily statement debit authorization (PN) transaction erroneously rejecting debit authorizations for periodic daily statements that belong to a January 2006 periodic monthly statement. 2. ACS Has Been Updated to Reflect January 1, 2006 AGOA Country Changes

CBP has posted to its Web site a notice on changes to African Growth and Opportunity Act (AGOA) contained in Presidential Proclamation 7970. In Proclamation 7970, President Bush terminated Mauritania's designation as a beneficiary AGOA country so that effective January 1, 2006, products of Mauritania entered, or withdrawn from warehouse, for consumption are ineligible to receive preferential tariff treatment under AGOA. CBP notes that Mauritania retains its designation as a beneficiary developing country for purposes of the Generalized System of Preferences (GSP). In Proclamation 7970, President Bush also designated Burundi as a beneficiary AGOA country, as well as a lesser developed beneficiary AGOA country. As a result, Burundi may receive benefits under AGOA for eligible goods entered, or withdrawn from warehouse, for consumption on or after January 1, 2006.

According to CBP, the Automated Commercial System (ACS) has been updated to reflect these AGOA changes.

Delayed, staged entry for overshipments of 2005 Belarus quotas. CBP has posted to its Web site a notice on the implementation of delayed, staged entry for 2005 exports of Belarus categories 435, 448, 622, (622L), and (622N) that are in excess of Belarus' 2005 agreed quota limits. CBP states that opening moment procedures will be in effect if these categories embargo between the issuance of its message and January 31, 2006. This list provides the port code, coordinator's name, phone number and fax number for each of the ports listed.
