U.S. Customs and Border Protection (CBP) has posted a summary of changes to the Automated Export System Trade Interface Requirements (AESTIR) on its Web site, indicating that Version 1.0 was changed or features were added or deleted on October 18, 2005, October 21, 2005, and October 26, 2005 regarding:

1. CBP Posts Summary of AESTIR Changes for October 2005

Changes to Commerce Dept/Bureau of Industry and Security (BIS) license type codes. The description of License Code 32 in Table A was changed on October 21, 2005 to read "No License Required (NLR), EAR Part 758, requiring ECCN." The description of License Code 32 was further changed on October 26, 2005 to read "No License Required (NLR), Part 758 Used if NS/Column 2 is one of the reasons for control."

Letter of intent form (Vessel Transportation Data). The phone, fax, and address of CBP's Client Rep Branch were changed.

Export Port Codes changed. CBP added, deleted, and changed numerous export port codes in Appendix D.

CBP has posted the following to its Web site:

Reconciliation blanket flagging. CBP has posted a notice to users of reconciliation blanket flagging which reiterates, among other things, that the expiration date for all blanket flags is an infinite date in the future. An importer wanting a specific ending date must fax CBP's HQ Reconciliation Team at (202) 344-1096. CBP has issued an administrative message that contains an updated list of signatories to the suspension agreement on fresh tomatoes from Mexico (A-201-820). CBP Frontline News. CBP has posted the November 4, 2005 edition of Frontline News. 3. Miscellaneous CBP Messages on AD and CV Duty Actions

CBP has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBP's messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
