Washington Trade Daily reports that on October 26, 2005, the House Ways and Means Committee voted to include a provision that would repeal the Continued Dumping and Subsidy Offset Act (the 'Byrd Amendment') in the committee's fiscal year (FY) 2006 budget reconciliation package, which was also approved on October 26, 2005. 2. Even Though Textile Declaration No Longer Required, Importers Still Need Origin-Conferring Information
According to the United States Association of Importers of Textiles and Apparel's (USA-ITA) October 5, 2005 Customs Overview, it would be prudent for textile and apparel importers to require information about the origin-conferring processes of their products on a routine basis, as information about production sharing must be available at time of entry in order to ensure that the MID and country of origin are correct. 3. APHIS Proposes to Amend Regulations on Importation of Certain Cooked or Cured Shelf-Stable Meat
The Animal and Plant Health Inspection Service (APHIS) is proposing to amend the animal and animal product import regulations in 9 CFR Part 94 by adding provisions for the importation of cured or cooked shelf-stable meat derived from ruminants or swine that originate in a region where rinderpest or foot-and-mouth disease exists if the meat is cured or cooked in another region. 4. Information Systems Technical Advisory Committee to Meet Nov 9-10
The Bureau of Industry and Security has announced that the Information Systems Technical Advisory Committee will meet on November 9-10, 2005 in Washington DC. 5. ITA Issues Final Rule on TRQs for Limited Quantity of Worsted Wool Fabrics
The International Trade Administration (ITA) has issued a final rule, effective October 24, 2005, which adopts, without change, an interim final rule that implemented tariff rate quotas (TRQs) for a limited quantity of worsted wool fabrics. 6. State Department Lists Countries Eligible for Trade in Rough Diamonds
The State Department has issued a public notice identifying all the countries eligible for trade in rough diamonds under the Clean Diamond Trade Act of 2003 and those participants' respective Importing and Exporting Authorities. 7. State Department Announces Upcoming ITAC Meetings
The State Department has issued a public notice announcing upcoming meetings of its International Telecommunication Advisory Committee (ITAC). According to the State Department, ITAC will meet at in Washington, DC to prepare for meetings of the Organization for Economic Cooperation and Development/Committee for Information, Computer and Communications Policy (OECD/ICCP) Working Parties ITU-D Telecommunication Development Advisory Group (TDAG) on November 16 and 30, 2005. In addition, ITAC will meet in Washington, DC to prepare for the meetings of the ITU-D TDAG on November 3, 10 and 17, 2005.
