CBP Posts Information On the September 2005 Trade Support Network Meeting

U.S. Customs and Border Protection (CBP) has posted to its Web site various materials related to presentations made at the September 26-29, 2005 meeting of the Trade Support Network (TSN).

(CBP has been meeting with the TSN since May 14, 2001 regarding the development of the Automated Commercial Environment (ACE) and has stated that the TSN has over 150 members of the trade community, including trade associations, importers, brokers, carriers, sureties, and others.)

The following is a summary of the documents from the September 2005 TSN meeting which are available on CBP's Web site. See future issues of ITT for additional details on certain of these documents.

World Customs Organization Framework Update. This presentation addresses the World Customs Organization's (WCO's) development and implementation of its Framework of Standards to Secure and Facilitate Global Trade. This presentation covers topics such as (partial list): objectives of the Framework, 4 core elements of the Framework, implementation of the Framework, and future of the Framework.

What's new with the ACE Secure Data Portal. This presentation discusses various issues related to the ACE Secure Data Portal, including data consistency, performance, Great Idea Form (GIF) process, ACE support, and communications, enhancements to Periodic Monthly Statement, planned enhancements, and ACE reporting enhancements.

Periodic Monthly Statement Update. This presentation provides a summary regarding ACE accounts (e.g., number, etc.), periodic monthly statement statistics, and a user update regarding periodic monthly statement.

On the Road with ACE Truck Manifest. This presentation addresses deployment of ACE Truck Manifest, support for the trade, benefits of processing trucks with e-Manifests, carrier outreach activities, and operational enhancements delivered - Release 4.1 (03/28/05 - 08/29/05), operational enhancements under development - Releases 4.2 and 4.3, and the operational enhancements that are being evaluated.

Moving Forward with ACE. This presentation provides information on future ACE capability in the following areas:

Entry summary, accounts, and revenue (ESAR)

Cargo transactions and enforcement (CT&E)

Screening and targeting (S&T)

Legal and policy update. This presentation provides a review of the ACE related Federal Register notices (both published and future); ESAR policy impacts (e.g., known business rules for post summary corrections and immediate delivery); and TSN Legal/Policy Committee referrals (e.g., referrals from the Reconciliation and Bonded Warehouse Subcommittees).

ITDS Trade Changes "Window of Opportunity." This presentation provides: an update on the International Trade Data System (ITDS) Participating Government Agency (PGA) Summit, ACE end-state, managing accounts, managing post release, ESAR reporting, trade community/PGA changes, Single Window concept, first and/or next steps for PGAs, ACE, and the trade community.

ACE Benefits for the Trade Community. This presentation discusses ACE benefits for a global freight transportation provider, Truck Manifest for truck carrier accounts, ACE benefits for small and large truck carriers, expedited border crossings, concerns and improvements, ACE (EDI) benefits for large freight couriers, etc.

Automation of Zone Admission Process. This presentation discusses the following topics related to the automation of Foreign Trade Zone (FTZ) process: background, objectives, Federal Register notice, key frequently asked questions, non-direct delivery scenario, and direct delivery scenario.

ESAR: Release 5 - Carriers. This presentation provides an overview of ESAR (Release 5) A1 (master data and enhanced accounts), ESAR A2 (entry summary and revenue) and ESAR A3 (drawback, protest, and IASS). This presentation also discusses creation of a carrier portal account, cross account access, and merge accounts.

Entry Summary, Accounts, Revenue (ESAR): Release 5 - Importers/Brokers/Others. This presentation also provides an overview of ESR A1-A3, as well as ESR: Post Release, Reference files (e.g., HTS, Country Code file, etc.), post summary corrections, entry summary declarations, transmittal documents, Census warning override process, Reconciliation, entry summary statements, supplemental charge and miscellaneous bills, financial summary report, bonds, planned ABI changes, etc.
