U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing the opening of the tariff-rate quota (TRQ) on mixes and doughs as provided for in HTS Chapter 19, Additional U.S. Note (AUSN) 3 for the period October 1, 2005 through September 30, 2006.

1. 2005/2006 Mixes and Doughs TRQ Opens October 3, 2005
According to CBP, this TRQ opens on October 3, 2005 at 1:00 p.m. EDT or its equivalent in other time zones, and the TRQ level for all countries except Mexico is 5,398,000 kg.
CBP's notice lists the related HTS Chapters 19 and 99 tariff numbers, and states that imports from Canada, Mexico, Jordan, Singapore, Chile, and Australia are not subject to HTS Chapter 99, Subchapter IV, U.S. Note 1, and should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapter 19 without the HTS Chapter 99 tariff number. Such entries must be reported through the quota module of ACS. 2. 2005/2006 Mixed Condiments and Seasonings TRQ Opens October 3, 2005
CBP has posted to its Web site a notice announcing the opening of the tariff-rate quota (TRQ) on mixed condiments and seasonings as provided for in HTS Chapter 21, AUSN 4 for the period October 1, 2005 through September 30, 2006.
According to CBP, this TRQ opens on October 3, 2005 at 1:00 p.m. EDT or its equivalent in other time zones, and the TRQ level for all countries except Mexico is 689,000 kg.
CBP's notice lists the related HTS Chapters 21 and 99 tariff numbers, and states that imports from Canada, Mexico, Jordan, Singapore, Chile, and Australia are not subject to HTS Chapter 99, Subchapter IV, U.S. Note 1, and should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapter 21 without the HTS Chapter 99 tariff number. 3. CBP Notice of Elimination of Bond Rider Requirement for Importers Participating in ACE Periodic Monthly Statement
CBP has issued an administrative message on its recent notice on the elimination of the bond rider requirement for importers of record participating in the NCAP periodic monthly statement test. (See ITT's Online Archives or 09/23/05 news, 05092310 for BP summary of CBP's notice.)
In its message, CBP also reminds participants that entries not eligible for inclusion on a periodic daily statement are reconciliation entries (entry type 09), NAFTA duty deferral entries (entry type 08), and entries requiring the payment of excise taxes. This message also contains information on how importers with ACE accounts can participate in periodic monthly statement either on their own or through a Customs broker that has an ACE portal account.
