2. Treasury/IRS Guidance Regarding the Temporary Operation of Ships in the Domestic Trade as a Result of Hurricane Katrina
The Department of Treasury and the Internal Revenue Service (IRS) are announcing the availability of a guidance document related to the tax treatment of ship operators transporting petroleum and refined petroleum products, which complements the Department of Homeland Security's waiver of the Merchant Marine Act of 1920 in response to Hurricane Katrina. 3. DOT Announces Major Road Contracts and Opening of First Rail Service into New Orleans from the East
On September 9, 2005, Department of Transportation Secretary Mineta announced that private contractors have been selected to build a temporary road to handle U.S. 90's two-way traffic, with phase one to be completed in 45 days. Also, by September 10, 2005, Norfolk Southern Railroad was expected to complete repairs on its rail bridge over Lake Pontchartrain, that will reconnect New Orleans to rail from the east. 4. FMCSA to Hold Public Meeting on Cargo Securement Standards in Indianapolis, IN (Rather Than Biloxi, MS)
The Federal Motor Carrier Safety Administration (FMCSA) is announcing that the second meeting in a series to discuss the implementation of the North American Standard Against Shifting or Falling Cargo, to address potential implementation issues for the Canadian Provinces and motor carriers operating in Canada, will be held from September 29-30, 2005 in Indianapolis, IN (instead of September 29-30, 2005 in Biloxi, MS. 7. Federal Register Notice on Availability of FDA Q&A on Bioterrorism Recordkeeping
The Food and Drug Administration (FDA) has published in the September 12, 2005 Federal Register notice of the availability of a guidance for industry which responds to various questions raised about the recordkeeping provisions of the Public Health Security and Bioterrorism Preparedness Act of 2002 (Bioterrorism Act) and the agency's implementing regulation. 8. OFAC Final Rule Amends Iraqi Sanctions Regulations
The Office of Foreign Assets Control (OFAC) has amended the Iraqi Sanctions Regulations, in 31 CFR Part 575, effective September 9, 2005, in order to create a new general license to unblock debt in which the Government of Iraq has an interest, subject to certain conditions. 9. President Continues National Emergency with Respect to Sept 11 Attacks

10. President Continues Exercise of Certain Trading With the Enemy Act Authorities
On September 12, 2005, the President determined to continue for one year the exercise of certain authorities under the Trading with the Enemy Act. According to the President's determination, the exercise of these authorities will be continued with respect to countries affected by the Foreign Assets Control Regulations (31 CFR Part 500), the Transaction Control Regulations (31 CFR Part 505) and the Cuban Assets Control Regulations (31 CFR Part 515).
