U.S. Customs and Border Protection (CBP) has posted to its Web site a July 2005 version of the Automated Commercial Environment (ACE) Application. According to CBP, this application consists of four documents: ACE Account Portal Power of Attorney, Terms and Conditions for Account Access of ACE Portal, Additional Account/Account Owner Information, and ACE Secure Data Portal Request to Participate.

1. July 2005 Version of ACE Application Available

As compared to the April 2005 version of the application, the July 2005 version reflects a revision of the address for submitting the ACE application. 2. July 21, 2005 Version of How to Appeal the Customs Broker License Exam

CBP has posted to its Web site a July 21, 2005 version of its instructions for appealing questions on the Customs Broker License Examination. The major difference between the July 21, 2005 version of the instructions and the instructions that were issued in June 2005 appears to be the deletion of the information on the July 22, 2005 extended appeal deadline for the April 2005 exam. When must an appeal be submitted?

3. Various Postings to CBP Web Site

GSP changes made by Presidential Proclamation 7912. CBP has posted a memorandum regarding Presidential Proclamation 7912 which modified Generalized System of Preferences (GSP) duty-free treatment as a result of the 2004 Annual GSP Review. This memorandum outlines the changes reflected in Proclamation 7912 and includes most of Annexes I-III from Proclamation 7912. According to the memorandum, modifications to the North American Free Trade Agreement (NAFTA) and the treatment of certain textiles will be covered in a separate memorandum. President Bush visits the Port of Baltimore. CBP has issued a press release announcing that on July 20, 2005, Office of Field Operations Assistant Commissioner Jayson Ahern provided a tour of the Dundalk Marine Terminal at the Port of Baltimore to President George W. Bush, Secretary of Homeland Security Michael Chertoff, and Attorney General Alberto Gonzales. CBP Commissioner lauds Chertoff initiatives, shows radiation portal monitors at nation's busiest seaport. CBP has issued a press release announcing that on July 20, 2005, CBP Commissioner Bonner unveiled the first Radiation Portal Monitors now operational at the Ports of Los Angeles and Long Beach. The press release also notes that CBP Commissioner Bonner lauded the Secretary of Homeland Security's recently announced initiatives, including his streamlining and flattening of the DHS organizational structure.
