U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing that the China safeguard quotas on cats 338/339 and 352/652 filled on July 5, 2005 at 8:30 a.m. According to CBP, the proration amounts for entries presented at the fill moment are as follows:

1. Prorations for Filled China Safeguard Quotas on Cats 338/339 and 352/652

CBP states that to facilitate release of the entries on hold, HQ Quota will not allow the brokers to retransmit amended entries through ABI. The brokers must submit corrected CF 7501s and the ports will be required to update the line information. HQ Quota will release the requested amount for each line item based on the proration request submitted by the broker/importer.

2. CBP is in Process of Modifying ACS for New GSP Country Association -SAARC

CBP has issued an ABI administrative message regarding Presidential Proclamation 7912's modification of HTS General Note 4(a) regarding the Generalized System of Preferences (GSP) to include a new "association of countries" (treated as one country) known as the "South Asian Association for Regional Cooperation" (SAARC). According to CBP, the SAARC member countries and their ISO codes are as follows:

CBP states that it is in the process of modifying the Automated Commercial System (ACS) to add SAARC to the GSP process and a future message will be posted to advise the trade when the above changes have been completed. 3. Posting to CBP Web Site (Interconnection Security Agreement)

CBP has recently posted the following documents to its Web site:

Interconnection Security Agreement (ISA). CBP has recently posted the ISA documents for RJE/NJE users (dial-up) and for Frame/MQ users (MQ).

According to CBP, all those that transmit electronic data directly to CBP's Automated Export System (AES) or ACS are required to have a signed ISA on file with CBP.

CBP has previously stated that an ISA is not required from those that submit electronic data to CBP's AES or ACS systems solely by any one of, or any combination of, the following methods: (a) filing through Census' AESDirect; or (b) filing through a Service Bureau, Value Added Network (VAN) or Freight Forwarder/Agent who subsequently transmits the data to CBP.
