ITC Posts July 1, 2005 Version (Supplement 1) of the HTS to its Web Site
The International Trade Commission (ITC) has posted to its Web site an updated version of the 2005 Harmonized Tariff Schedule of the U.S. (HTS) dated July 1, 2005 (Supplement 1).

The July 1st version of the 2005 HTS can be downloaded from the ITC's Web site at http://www.usitc.gov/tata/hts/ in PDF format, either in its entirety or by chapter.
(ITC sources note that the paper version of the July 1, 2005 HTS was expected to be sent to the Government Printing Office (GPO) contractor for printing and distribution to subscribers after it was posted on the ITC Web site. In addition, ITC sources have previously stated that this printing and distribution process usually takes 2-4 weeks.)
July 1, 2005 Version List of Principle Changes
According to the preface of the July 1, 2005 version, in addition to the correction of typographical errors, the principle changes in this version reflect:
Generalized System of Preferences (GSP), etc. changes.Changes to Generalized System of Preferences (GSP) program to restore suspended GSP benefits for a number of India or Pakistan articles; grant GSP benefits for the country of Serbia and Montenegro; implement certain North American Free Trade Agreement (NAFTA) rules of origin changes; delineate certain Caribbean Basin Trade Partnership Act (CBTPA) benefits for footwear; treat certain members of the South Asian Association for Regional Cooperation (SAARC) as one country for purposes of GSP, etc. contained in Presidential Proclamation 7912. NAFTA rule of origin modifications for certain goods from Canada and Mexico.Modifications to the NAFTA rules of origin made by Presidential Proclamation 7870. Proclamation 7870 implemented these changes for Canada January 1, 2005 and a subsequent U.S. Trade Representative (USTR) notice implemented these changes for Mexico effective June 15, 2005. Correction of certain U.S.-Chile FTA staged duty rates. Modifications to the HTS to correct errors in the staged duty rates for a small number of products that are originating goods of Chile under the U.S.-Chile Free Trade Agreement (UCFTA). Mauritius designated lesser developed AGOA country, etc.Amendment of U.S. Note 2(d) of Subchapter XIX of HTS Chapter 98 in order to indicate that Mauritius is a lesser-developed African Growth and Opportunity Act (AGOA) beneficiary country for a one year period from October 1, 2004 through September 30, 2005 and the imposition of a "cap" (sublimit) for Mauritius on the amount of apparel that is eligible for the "third country" fabric/yarn benefit. Changes to certain cheese TRQs as result of EU enlargement. The modification of certain cheese tariff-rate quotas (TRQs) in HTS Chapter 4 in order to reflect the enlargement of the European Union (EU). (See ITT's Online Archives or 12/28/04 news, 04122830, for BP summary.)
484(f) Committee changes.Changes, effective July 1, 2005, creating new statistical breakouts (HTS changes at the 9th and 10th digit) approved by the Committee for Statistical Annotation of Tariff Schedule (formulated pursuant to section 484(f) of the Tariff Act of 1930, as amended).
