U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that its most recent Harmonized System (HS) update (No. 0505) contains:

1. HS Update Reflects Upcoming GSP Changes, OGA Flag Changes, Etc.

Changes to the Generalized System of Preferences (GSP) contained in an upcoming Presidential Proclamation. CBP states that a majority of the changes involve granting GSP benefits to India on selected merchandise. There are various effective dates, but a majority of the changes are effective July 1, 2005;

Changes to the Other Government Agency (OGA) flags on the tariff file;

Changes mandated by the 484(f) Committee, effective July 1, 2005; and

Changes required by the verification of the 2005 Harmonized Tariff Schedule (HTS). CBP states that it will continue to verify the 2005 HTS for the remainder of the year.

CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the Customs and Trade Automated Interface Requirements (CATAIR). 2. Miscellaneous CBP Messages on AD and CV Duty Actions

CBP has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBP's messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
