CBP Posts ACE Presentation From the May 2005 AAEI Conference to its Web Site

U.S. Customs and Border Protection (CBP) has posted to its Web site its Automated Commercial Environment (ACE) presentation from the May 2005 Annual American Association of Exporters and Importers (AAEI) conference.

Number of Activated ACE Accounts

According to CBP, there are 530 activated ACE accounts as of May 15, 2005, 54% of which are importers (285), with the remaining 46% (245) split between brokers (25%, 134) and carriers (21%, 111). Of those 530 accounts, CBP notes that 171 have been approved for periodic payment. CBP notes that the total number of periodic payment statements issued in May 2005 was 455.

Blaine, WA Pilot of e-Manifest

CBP notes that the pilot of e-Manifest: Trucks (Release 4) was initiated on December 12, 2004 in the three primary inspection lanes in Blaine, WA. According to CBP, the Operational Readiness Review was successfully conducted on April 14, 2005.

CBP states that as of April 24, 2005, ACE processed 25,069 trucks and 28,126 shipments. Fifteen e-Manifests have been submitted via the Portal and no pre-filed manifests have been submitted via the Electronic Data Interchange (EDI).

According to CBP, the following carriers have been certified: UPS, ABF, Celadon, FedEx Custom Critical, and SECTRA (service provider).

Deployment Status of e-Manifest: Trucks

First Cluster, Phase 1 (Sumas, Lynden, and Point Roberts) activation plan:

o Sumas - April 23, 2005

o Lynden - April 26, 2005

o Point Roberts - April 29, 2005

First Cluster, Phase 2 (Oroville, Washington, and surrounding sub-ports) activation plan:

o Oroville - June 6, 2005

o All other ports - beginning June 9, 2005 (1-2 ports per day)

Second Cluster (Douglas, Arizona, and surrounding ports) activation plan:

o Douglas - end of June 2005

CBP also recently stated in its May 2005 Modernization newsletter that in the next few months, ACE Release 4 (Truck Manifest) is scheduled to be deployed in geographic clusters at ports near the following hub cities: Highgate Springs, VT; Pembina, ND; and Detroit, MI. In that newsletter, CBP stated that its goal is to transition 91 land border ports to ACE Truck Manifest in 2006.
