Expansion of ITA's Steel Import Monitoring and & Licensing Requirements, Etc. to be Implemented June 9, 2005
U.S. Customs and Border Protection (CBP) has issued an administrative message (Adm: 05-0585) to remind the trade community that the expansion of the International Trade Administration's (ITA's) steel licensing system, known as the Steel Import Monitoring and Analysis (SIMA) System, will be implemented effective June 9, 2005.

(In March 2005, the ITA published an interim final rule to, among other things, modify and extend the SIMA System through March 21, 2009. In addition, the interim final rule modified the list of specific products subject to automatic steel import licensing.
The ITA has previously explained that the purpose of the SIMA System is to collect timely, detailed statistics on anticipated steel imports and to provide stakeholders with information about import trends in this sector. The ITA further explained that the SIMA System aggregates detailed import statistics it collects from internet-generated licenses and makes the data available for public analysis on a weekly basis.)

Additional Steel Products to be Covered by SIMA Effective June 9, 2005, Etc.
The ITA's interim final rulebecame effective March 11, 2005 and provided that licensing would continue without interruption for those products already subject to steel import licensing (listed in Annex I of the interim final rule). With respect to newly covered steel products (Annex II), licensing will be implemented on June 9, 2005. Likewise, termination of licensing for those products being removed from SIMA monitoring (Annex III) will not occur until June 9, 2005.

ITA's Interim Final Rule Provides Information on Licensing Regulations, Etc.
The ITA's interim final rule also provided information on the continuing, revised, and new regulatory text regarding SIMA user identification numbers, obtaining steel licenses, correcting existing licenses, multiple-use low-value licenses, etc. (See ITT's Online Archives or 03/16/05 news, 05031605, for Part II of BP's summary of the interim final rule, which contains information on licensing regulations.)
