ITC to Provide Advice on Possible Modifications to the GSP for Certain Dates, Carpets, Etc

The International Trade Commission (ITC) has issued a notice announcing that, at the request of the U.S. Trade Representative (USTR), it has instituted Investigation No. 332-466, Advice Concerning Possible Modifications to the U.S. Generalized System of Preferences, 2004 Review.

A public hearing in connection with this investigation is scheduled to be held on March 23, 2005 in Washington, DC, and the ITC will seek to provide its advice to the USTR not later than May 9, 2005.

Duty-Free Treatment for Certain Dates, Carpets, and Iron/Steel Leaf Springs from All GSP Beneficiary Developing Countries

The ITC states that it will provide advice as to the probable economic effect on U.S. industries producing like or directly competitive articles and on consumers of the elimination of U.S. import duties for all beneficiary developing countries under the Generalized System of Preferences (GSP) for the following HTS subheadings:

In providing its advice on the above articles, the USTR asked that the ITC assume that the benefits of the GSP would not apply to imports that would be excluded from receiving such benefits by virtue of the GSP competitive need limits.

Removing GSP Duty-Free Eligibility for PTFE from Russia

The ITC will provide advice as to the probable economic effect on U.S. industries producing like or directly competitive articles and on consumers of the removal of Russia from eligibility for duty-free treatment under the GSP for the following HTS subheading:

Waiving GSP Competitive Need Limits for Certain Fatty Acids from Philippines, Leather from Argentina, & Travertine from Turkey

The ITC will provide advice on whether any industry in the U.S. is likely to be adversely affected by a waiver of the GSP competitive need limits for the following country/HTS suheading combinations:

With respect to the GSP competitive need limit, the ITC states that, as requested, it will use the dollar value limit of $115,000,000.
