ACS Has Been Programmed to Accept SPI 'N' Claims When Egypt is Country of Origin (Due to New QIZs in Egypt)

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message stating that the Automated Commercial System (ACS) has been programmed to accept Special Program Indicator (SPI) 'N' claims for a country of origin of 'Egypt.'

According to CBP, SPI 'N' represents claims qualifying under the U.S.-Israel Free Trade Area Implementation Act (IFTA).

(On December 29, 2004, the Office of the U.S. Trade Representative (USTR) issued a notice designating the Greater Cairo zone, Alexandria zone, and the Suez Canal zone in Egypt as qualifying industrial zones (QIZs) eligible for benefits under the IFTA. At that time, the USTR stated that these three designations were effective on December 29, 2004, and are applicable to goods shipped from these QIZs after December 29, 2004. CBP Lists Countries with QIZs That Are Eligible to File SPI 'N' Claims

CBP states that the following is a list of countries with QIZs, including Egypt, that are eligible to file SPI 'N' claims:

Israel (IL)

Jordan (JO)

Egypt (EG)
