USTR Modifies HTS to Reflect Changes to Certain Cheese TRQs as a Result of EU Enlargement
The Office of the U.S. Trade Representative (USTR) has issued a notice that modifies HTS Chapter 4, Additional U.S. Notes (AUSNs) 2, 16, 17, 18, 19, 20, 21, 22, 23, and 25 in order to reflect the enlargement of the European Union (EU) by:

replacing the term 'EC-15' with the term 'EC-25' where appropriate,
making available the tariff-rate quota (TRQ) allocations for certain cheeses from the EC-15 to the EC-25, and
allocating the TRQ for certain cheeses from the Czech Republic, Hungary, Poland, and the Slovak Republic to the total TRQ allocations for certain cheeses from the EC-25.
(On May 1, 2004, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, the Slovak Republic, and Slovenia acceded to the European Community (EC), and the EC customs union of 15 members ('EC-15') was enlarged to a customs union of 25 member countries ('EC-25').)
The USTR states that these HTS Chapter 4 AUSN modifications are effective with respect to articles entered, or withdrawn from warehouse, for consumption on/after January 1, 2005.
2005 HTS Does Not Yet Reflect HTS Chapter 4 AUSN Modifications
U.S. government sources have confirmed that the electronic and paper 2005 HTS does not yet reflect these HTS Chapter 4 AUSN modifications.
