CITA to Consider Petition Filed for China Safeguard Quota on Men's and Boys' Wool Trousers
The International Trade Administration (ITA) has posted a fact sheet to its Web site announcing that on December 6, 2004, the Committee for the Implementation of Textile Agreements (CITA) agreed to consider a petition filed by certain textile groupsrequesting a safeguard quota on men's and boys' wool trousers (cat 447) from China.

According to the ITA, CITA will now consider, as alleged in the request, whether imports of men's and boys' wool trousers from China "threaten the U.S. with market disruption, and whether imports of the subject products from China will play a role in that increase and in the threat of market disruption."
CITA to Announce 30-Day Comment Period, Etc.
The ITA states that CITA will publish a Federal Register notice regarding this request, launching a 30-day period during which interested parties and stakeholders may submit comments. CITA will make a determination within 60 calendar days of the close of the public comment period on whether to request consultations with China.
If CITA makes an affirmative determination that imports of such Chinese origin trousers threaten to disrupt the U.S. market, CITA will request consultations. As of the date consultations are requested by the U.S., a quota will be put in place to limit U.S. imports of men's and boys' wool trousers from China.
The American Manufacturing Trade Action Coalition (AMTAC), the National Council of Textile Organizations (NCTO), the National Textile Association (NTA), the National Association for the Sewn Products Industry (SEAMS), and UNITE HERE! filed their request for this safeguard quota on November 12, 2004.
The term 'trousers' is shorthand for all apparel in the listed category.
