TSN's Entry Process Committee Posts Updated ACE User Requirements Recommendations
The Trade Support Network's (TSN's) Entry Process Committee has recently posted to the U.S. Customs and Border Protection (CBP) Web site three updated Automated Commercial Environment (ACE) user requirements recommendations (all three are dated November 1, 2004).

(CBP has previously stated that each TSN committee identifies, discusses, agrees to, documents, and submits to CBP the trade community's user requirements recommendations for ACE. These user requirements recommendations are then reviewed by both CBP and eCP representatives. CBP has also previously stated that after this review a final determination is made to accept, modify, reject, or refer the user requirement recommendation.)
RLF should be expanded to include re/warehouse entries. The Entry Process Committee states that ACE should expand the eligibility qualifications for Remote Location Filing (RLF) to include entry types 21 (warehouse) and 22 (rewarehouse).
Re/warehouse entries covering tax-exempt domestic goods/U.S. country of export should be automated. According to the Entry Process Committee, ACE should provide a mechanism that will permit warehouse entries (types 21 and 22) covering tax-exempt goods of domestic origin (U.S. Country of Export) to be electronically transmitted and processed through ACE. The mechanism must provide a means to differentiate tax-exempt domestic goods entered for warehouse from entries of American Goods Returned.
Paperless release should be allowed on re/warehouse entries. The Entry Process Committee states that ACE should allow paperless release on warehouse entries (types 21 and 22) on the classes of merchandise where ACS currently allows a paperless release when entered for consumption (type 01). To enable the paperless release of warehouse entries ACE must provide a mechanism to allow the specific designations that are currently manually indicated on the face of the CF 7501 to be electronically transmitted such as requests for blanket withdrawals provided for in 19 CFR 19.6(d), use/approval of the FIFO method of recordkeeping required in 19 CFR 19.12(f)(6), and the statement when merchandise is entered "For Export Only." ACE must also allow transmission of cargo selectivity on entry types 22.
