The Wall Street Journal reports that President Bush has pledged his commitment to a strong dollar but has kept pressure on China to revalue the yuan, a step that would continue to nudge the dollar downward. According to the article, the Administration is sending a mixed signal by continuing to acquiesce to a declining dollar, which boosts U.S. exports by making them cheaper abroad, while at the same time supporting a revaluation of the yuan, which would make Chinese exports more expensive. 2. Portland CBP Trade Bulletin on Required Advance Electronic Information for Air Cargo
U.S. Customs and Border Protection (CBP) of Portland, OR has issued a CBP Trade Bulletin for the ports of Portland, Astoria, Boise, Coos Bay, Longview, and Newport stating, among other things, that beginning December 13, 2004, any air carrier not transmitting advance electronic information for air cargo through the Air Automated Manifest System (AMS) will be subject to a number of enforcement actions. 3. USDA Announces Mad Cow Disease Test on Second Cow is Negative
The U.S. Department of Agriculture (USDA) has issued a statement announcing that its National Veterinary Services Laboratories has determined that the inconclusive screening test sample reported on November 18, 2004, has tested negative for bovine spongiform encepthalopathy (BSE, commonly known as mad cow disease). 4. USTR Issues Fact Sheet on Recent APEC Meeting
The Office of the U.S. Trade Representative (USTR) has posted to its Web site, two fact sheets regarding the recent meeting of the Asia Pacific Economic Cooperation (APEC) Ministers in Chile. According to one of the fact sheets, the APEC Ministers supported a program in 2005 to reduce piracy and trade in counterfeit goods, address online piracy issues, and increase cooperation and capacity building to help countries in the Asia Pacific strengthen their intellectual property rights regimes. According to the other fact sheet, at the same meeting, the APEC Ministers endorsed high level standards (i.e., best practices) for Free Trade Agreements (FTAs) and Regional Trading Arrangements (RTAs) by APEC economies.
